The International Freezone Authority (IFZA) is based in Dubai Silicon Oasis and is one of the UAE's fastest-growing business registration authorities. Meydan Free Zone sits in the heart of the city near Nad Al Sheba and has built its reputation as a flexible, low-cost option for service-based businesses. Neither is a universal winner.

The comparison that follows is based on 2026 fee schedules verified directly with both authorities. Fees can change; we update this article when they do.

2. Setup costs compared

Both authorities publish their license fees. The table below shows the all-in cost for a single-activity license with a flexi-desk and one investor visa. "All-in" means license fee, registration fee, establishment card, and e-channel registration. It does not include the cost of the visa itself (medical, Emirates ID, and status change fees are paid to the government directly).

3. Office and flexi-desk options

If you are running a remote or digital business and do not need a physical desk, both authorities offer a flexi-desk (shared workspace) or a "Smart Office" virtual address as part of their base packages.

  • Flexi-desk: included in the standard license package. Access to hot-desking at IFZA Business Park in Dubai Silicon Oasis, 5 days per month.
  • Private offices: from AED 32,000 per year for a furnished single-person office.
  • Co-working membership: IFZA Business Park has a full co-working floor available at a separate monthly rate.

Meydan office options

  • Smart Desk / Virtual Office: included in base packages. Registered office address at the Meydan Hotel building, Nad Al Sheba.
  • Meeting rooms: available by the hour for client meetings.
  • No dedicated physical offices managed directly by Meydan. Founders who need an office typically rent separately in the Meydan One or nearby communities.

4. Visa quota

Both freezones issue investor visas and employment visas. The quota depends on your office type, not your license type.

5. Permitted activities

IFZA maintains one of the broadest permitted activities lists of any UAE freezone — over 1,500 activities across trading, services, industrial, and digital categories. Meydan focuses primarily on services, media, and tech.

For most digital founders, consultants, and service businesses, both freezones cover all required activities. The key exceptions:

  • Trading and import/export businesses should use IFZA, which has full trading license options. Meydan's trading coverage is limited.
  • Healthcare, education, and legal services require additional approvals under either freezone. Neither is a shortcut here.
  • Manufacturing and industrial activities — neither IFZA nor Meydan is the right choice. Consider RAKEZ or KIZAD.

The difference in visa and Emirates ID timelines is determined by GDRFA and ICA, not the freezone. No freezone can accelerate that part of the process regardless of what they advertise.

7. Which one is right for you?

Use this shortcut:

  • Choose IFZA if: you need more than 3 visas on a base package, you have trading or import/export activities, you want the widest activity list, or you value the Business Park environment for client meetings.
  • Choose Meydan if: you are a solo founder or small team of 1–3 people running a digital or service business, you want the lowest first-year setup cost, and you do not need a physical office space.
  • Neither is right if: you need manufacturing, healthcare, or legal activities — or if Dubai mainland access (the ability to work directly with Dubai government entities) is critical. In that case, mainland licensing is the appropriate route.

8. The bottom line

IFZA and Meydan are both credible, functioning Dubai freezones. The choice is almost always determined by one factor: how many visas do you need in year one?

If the answer is one or two, Meydan saves you money and processes faster. If the answer is four or more, IFZA's base quota and broader activity list justify the premium.
